That's why most humans can't do it: humans in general have a poor understanding of how magic works, and they can't summon up a way to effectively conjure magic and pay the cost for using it. If I take too much payment for the magic used in granting a wish, the magic could have unforeseen side-effects. If I take too little, then the universe takes the remainder of the cost from me personally.
